Helios One isn't active at the start of the game and can't supply enough power for a single district of Vegas. Hoover Dam doesn't go directly to Vegas, it has to take the long route through Legion territory on the Arizona/Utah border (look at the picture in the OP).

From the impression I got the majority of it (if not all) comes from Hoover Dam. There's also Helios (if you get that online but very limited power) and the Lucky 38 reactor (which is offline and needs external power to jumpstart it).

Since the Legion do take over Helios without destroying it under certain circumstances, I don't think Casear wants to destroy strategic assets. Casear could have opted for severing lines just prior to his final advance to power down NCR's ability to communicate and cause local unrest. Though doing that also tips off the NCR what's about to happen. Another possibility is that Casear didn't invest enough research into it and figured New Vegas already had a direct line to it and thought severing those other lines it would be pointless.

Even a lack of mortar isn't a viable excuse when there are four fucking limestone quarries no more than a short walk away from Boston as well as effectively unlimited amounts of sand and fresh water. I never used to ponder this too much when I first played Fallout 3, but it's insane how little they've actually advanced. I mean it's like nobody has even the most basic skills of masonry and construction.

It's also weird how you have gangs fighting over scraps of the old world (as in, actual scraps of tinned food and what have you) two centuries after the fact.

That said, Fallout lore was always trash. I'm not someone who thinks the first two games were great either, Baldur's Gate 2 was the best old CRPG, far superior to F1 and F2.
