Depending on your flavour of cancer, they'll either tell you straith up it's "2.99$ for this skin!" or the service itself will have you buy fake-coins or what have you with the apps charging for those coins.
Pretty sure it started with a bunch of fremium MMO's launchers (the earlist I remember was Perfect World and then Arc, but I can't say they were the first for sure).

Never heard of it. According the kikepedia, the western market didn't meet expectations, they shut it down and focused on working with Nintendo for now.
Haven't seen a product from them, but these scummy e-commerce practices pretty much guarantee I'll not be buying one anyway.
