They have option to eat marshmallow now or wait and still get same marshmallow. Why stay and finish the game once you have been already paid for your job?
Most of game sales is once it releases or if it got popular after release. In terms of Towns it meant they got all the money once the game got viral. Why continue development when you won't get paid for it?

In multiplayer games there is 0 difference. They will be in constant development for new features. Same for MMOs and sandboxes like Minecraft, Cities Skylines.
In regular singleplayer games there is also no difference because nearly nobody makes finished games nowadays.
