Then it was just barely too late, because I got halfway through that episode and couldn't be bothered finishing.
The show as a whole just felt off. The animation was stiff and I often found myself disliking the visual style. None of the girls were particularly interesting or likeable, and even partway through episode 3 my mental picture of the cast was pretty much the same as it was at the beginning: "the slut, the one who looks like Reimu, and three others". I also thought the writing or pacing needed improvement, and I just generally found it not to have much that made me want to keep watching.

I think they wanted to sell this on cute girls and mysteries. And then they did the slut's story first which involved the guy, the marriage and a whole lot of propaganda. All of which are very fast interests-killing for the usual crowd of these kind of anime. To the seasonal backlog for me (aka sitting there until I want to watch some airing anime, otherwise just another addition the ever increasing backlog)

I was surprised at first but then made up my mind as she was always my first suspect. Her episode with Fuu made it to clean her image a bit but anyways who am I lying, she perhaps is pulling a Saga, Camus and Shura for the sake of accomplish the mission and end up doing a sacrifice. It would be nice if Mei keeps being the traitor until the end of the series but considering the inconsistency in its general tone better be ready for her pulling a keikaku doori.

The anime itself did not know what it wanted to be. Does it wanted to be friendly series of girls doing spy activies or truly wanted to be an action girls doing high-risky mission in order to maintain peace and order which wanted to be taken serious? I did not accomplish neither and thus was underwhelming.

Too silly for serioustown, too serious for sillytown. The show was an outcast. The bad guys had no real reasoning or motivation. Most of the time it was unclear what the purpose of the fights were. There was no gravity to the plot but it still tried to take itself seriously.
Also Yuki choosing to lose her memory was WTF, throwing away both her memory of her mentor and her relationship with Momo. Seemed out of character. Really unsatisfying end.
Disappointment of the season.

That is based on her smiling after walking past Momo and her new apprentice. If it is a ruse though she seems to have been pretending it was real for the 9 months that passed and not associating with Momo and the rest in that time. It begs the question; why go through all that bother? But it's not like this show is well reasoned anyways.
