The main problem with GTK is the fact that people think it can be themed, when in reality that was never the intention, it was orignally just an api that had some fucking css capabilities that weren't orignally designed for themes but a single theme.

But fags latched onto it and started making unholy abominations.

The fact that most mainstream "noob friendly" distros package with their own bullshit themes only makes it worse.

He's half-right. Theming is completely broken in GTK3.

However, let's not pretend that this is a technically impossible problem. It's just they never properly stabilized a theming system, like every other fucking configuration option they present to users / developers. So of course you have people building on top of something buggy and subject to change, which _never_ works, because programs become chock-full of bug-fixes that are actually contingent on the existence of said bugs.

The example he gives, where people can optionally theme their programs to look like Windows 95, actually works okay in KDE.

Well, he is right in a way. If Gnome has no theming API, then don't try to theme it. Of course the real problem is that they do not have a theming API, but it's retarded to work with something that's not supposed to be worked with, and then complain that things break. If you want to theme a desktop environment, then use one that is actually themable.
