No, it's a mechanical malfunction in the gyros. Could have been a remotely piloted or autonomous spacecraft that would dock on the satellite and then torque the shite out of it to overload them. Would also make sense to test it on a satellite you could confirm the effect on before going after the secret spy satellites.
