Both those things, but with better infrastructure and more users. The normienet will stay popular with all those who mainly use the internet for netflix and facebook; access to this internet will probably become free since some corporations are pushing for "internet as a human right" which benefits both corporations and users. Decentralized and anonymous internet will grow its user numbers and we'll see it being used for a lot of regular uses too, not just illegal or sketchy stuff. Any censorship attempted at the normienet level will be easily bypassed by decentralized/anonymous net.

How are you going to verify that the code running on their servers is the same they are open sourcing? How do you know there's not other code running together and logging things?

How do you know the logging is not done at the kernel or even hardware level, effectively MITMing the open source code?

If you don't trust them on the "no logs" part, how can you trust them on any of those?

Keep in mind we are talking about an ISP, and the network would be anonymous only if they don't fuck up or sabotage it.
