At most, ricing involves writing scripts which is a part of the hacker mentality; however, the vast majority simply copy and paste these.
The hacker mentality implies being playfully clever and as you said, "wanting to change things to make them work better". Changing values in config files is not a part of the hacker mentality. This is akin to calling someone who installs mods for Minecraft, literally dragging and dropping folders into a .jar file when opened using an archival program, a game developer. Installing mods doesn't make you a game developer and changing a few values in a config file does not make you a hacker.
