The OpenGL thing isn't a result of AMD and Nvidia not releasing documentation because AMD does, the issue is that GPUs change frequently (the entire ISA can change between two generations) and there is no certification system for Linux drivers like there is for Windows. Combined with the fact that writing drivers for Linux is harder than Windows and that there is a smaller market for Linux the manufacturers just give less of a shit which leads to the OpenGL shit.

The only smart choice at this point is to let these babbys have whatever "code of conduct" they want and just use the software. If required, you may even fork it and add whatever you need for your particular use case; FOSS only requires that you publish your changes, not that you go dance and praise Mao and say pretty pretty please in the original project issue tracker, or that you need to format a PR to upstream's liking.

For big, corporate backed projects, I don't think that things will change much. People are being paid to spend several hours of their days focused 100% on the project, but for smaller projects I'm not so sure.

One issue I see with this outcome is that a fork of Vulkan may not read widespread usage, especially if it starts to deviate heavily from the official one. We'd eventually run into compatibility issues and possibly have lots of infighting over what features should be merged from upstream.
