If you have read access, you usually can get enough information to find an exploit with write access.

Why would the NSA be satisfied with read-only access?

It's read only if your storage is read only, like say your computer doesn't have any hard drive, and instead you always use a live CD.

Of course what's in memory is writable, but you can shut down your computer when you leave. Probably best to not have any battery attached though, just in case.
