Same reason Emacs doesn't use ctrl+x/c/v for cutting, copying and pasting. Same reason it calls the things you manage with your window manager frames and the subdivisions within those frames windows.
There was no common standard for those things when Emacs needed to name them.
GNU Emacs is from 1984, before Windows 1, and inherits things from earlier Emacsen. The original Emacs was one of the first visual text editors, where you can move your cursor through the text and change things and see it happen immediately. Emacs is old.
