Wrong. If you're good at electronics and able to do repairs here and there, well made power supplies can last you a lifetime. Especially the older (less efficient) ones.

I used to scavenge electronics when I was young and it was actually hard to get at some of that stuff. I still have parts lying around from 30 years ago I can't bring myself to throw away at that point. Not worth it these days, especially for passive components. Much easier to just order them online somewhere. Nothing you'll find in a power supply will be worth much. There are also better sources for wires, old power cords and cables for example.

Yes! By replacing wasted/broken components with new, pristine ones. Substituting a broken component for a wasted one and baking your GPUs in the oven is not considered a repair, but a hack. There is no way around this, only poor people are afraid of buying new.
