i don't believe you can actually go to jail for it, that's just what it said in the txt file. it was spammed here in 2015. had "confidential" files inside of it that mostly seemed like bullshit.

I believe there is legal precedent that scanning and connecting to unlisted services is _not_ criminal. I remember there being a story in the last year specifically where the judge ruled that connecting to a "internal" unlisted HTTP server from scanning data is also not criminal.
