Do you have an attic? Are the walls in your house hollow? It's pretty trivial to climb up there and drill a hole in the top of the wall frame and drop some ethernet cable. Drill a hole in the wall in your room and cut out a hole the size of an electrical receptacle. They should sell wall plates with ethernet terminals at your local hardware store. Now that you've gotten the balls to do this, replace all of the shitty cable in your house.

Steam has resumable downloads, literally half the point in these aids platforms is so basic functionality like this works for all games. Are you talking about Steam updating itself? Maybe it can't resume in that case, but that's Steam's fault, not ISP.
