Thrawn also did something similar with those mole miners at Sluis Van. You can't really make hyperspace missiles outside of nuCanon, though. As other anons have pointed out, mass shadows prevent jumps to hyperspace, and the majority of space battles happen in or near enough a star system to prevent jumping. It's also not entirely clear how objects in hyperspace interact with objects in realspace. Large enough mass shadows will pull hyperspace objects back into realspace, but it's unclear if you can physically collide with a smaller mass shadow within hyperspace. I've generally assumed that you can't.

With who? Empire rules all known space outside of the unknown regions and wild space, neither of which is unified and capable of making treaties. Hutt space isn't all that controlled, and might have some old treaties from when it was independent that are, technically, still in force but they wouldn't apply to anyone else. GFFA and the GCW isn't like the Universal Century's One Year War where the two sides on the civil war signed a treaty banning WMDs after a horrific opening volley.
