And at the point of the Clone Wars the Robot Rebellion had already happened (the Robot Rebellion takes place towards the tail end of the Great War between the returned Sith Empire and the Galactic Republic). That's part of the reason why technology takes a step back from where it hits in TOR, the war got so big with so many planet destroying weapons that massive chunks of technology were lost along with the species that created them, and the Robot Rebellion pushed back droid technology considerably due to a mixture of destruction and distrust. So, yeah, keeping the droids simple and controllable may have been important to galactic civilization at that point.
