Which is where Darth Maul's Mandalorian Advenure fits in. Most of his real Mandalorian adventure took place there.
Vader is also apparently a BITCH to animate and put on screen from what I hear. Which makes sense given how hard it is to do big swishy capes in 3D without clipping and how many lights and reflective surfaces his character model needs. Vader's shots probably take five times as long to render out.
Once you combine the more complex renders with a halved budget and it's obvious why they don't use him even before you account for JEJ having to come in.
There's a reason even Lando didn't get his old cape and that R2D2 and C3PO, who are much shinier than any droid we see elsewhere, don't show up much despite it not actually taking up more budget to use them.
Half the reason Rebels looks so chalky and drawn on compared to late game TCW is that's the only style they can really afford to do at the pace they need to. 3D rendering is a game where every single polygon face and every single reflective or incandescent surface eats up that much more time even after the "work" is done.
