My impression was that he's "a hot-shit unit… like a three-star general at an army base, and he's already looking for a four."
Kind of interesting for a Trek series, where normally the captain is more the contemplative/ philosophical type (yes, even the post-Picard captains), always exercising restraint and trying to win over the enemy using moral arguments wherever possible. This is the first time we've had a captain who's like, "Not only are we gonna fuck up the Klingons real good, but we'll do it in a way that will really scare the shit out of them from now on! What's that, we're transporting an insane negress who thinks she's a Vulcan and death-pinched that annoying chink captain? She's crew now!" Previously, this type of captain would have appeared temporarily as a foil to the regular captain. It's like if you took Jellico and made him the main show captain.
