I'm not exactly Voyager's biggest fan or anything, but this was one of the coolest one-off characters in all of ST. Even the Voyager episode (Bliss) wasn't half bad. (Just a standard Man vs Beast conflict, but still a breath of fresh air at the tail end of a series filled with mediocrity.)
They should have brought that guy on board and booted Neelix at the nearest habitable planet.

Same reason every ship isn't crewed entirely by exo-comps and a central computer: Starfleet is meant primarily as an outlet for humanoid LARPers who aren't satisfied with the bread-and-circuses replimat-and-holodecks on their home planet. Giving them all uniforms and telling them to fuck off and explore is easier and more productive than trying to quell the potential insurrections they might launch.

Since the Federation doesn't have currency, it's not really POSSIBLE to be "employed" in a sense we think about. If you're in Starfleet, sure one could say that you're employed, but what if you write holonovels? In our world you either write good shit and can afford a living wage, or you don't and have to get a job doing something else. In Trek, if you write garbage fanfiction that nobody reads, you're doing as much work as someone who writes bestsellers, but are you still "employed"?
