As much as I like to think otherwise, the fact is the writers made it quite clear that they wanted Dukat to just be plain evil, especially near the end.

We don’t really know anything about him. Marritza was doubtless doing a caricature of him, and being a file clerk there’s no telling what the difference was between what he thought was happening and what was actually happening. I find it hard to imagine his quarters were near where they kept starving bajorans and he could heard them crying out at night. I think he hallucinated a lot of it and had a mental illness. Gul Dar’Heel was probably the Cardassian equivalent of a Jellico - a hardass who took a harder line than the normal Cardassian officer, but still not some mass executioner.

He was a lesser man who was good at playing a greater man that gullible Bajorans ate up. In the end all he did was play Gul Dar'Heel and Cardassians right as Bajoran Barbarians murdered an innocent man who clearly had mental health issues in cold blood as it was clear Bajorans do not think like sentient beings, only like animals.
