He's got very strict programming that's difficult/impossible for him to violate. Like that one episode where where the crew came across a xenophobic planet that mind-wiped anyone who discovered them. And they couldn't wipe Data, so Picard just ordered him to never tell anyone about his memories. And he never will, even if this race suddenly attacks the Federation and knowing what Data knows is vital to winning the war, because Data is programmed to always follow orders.

Functionally Data fulfills the same role as Spock. He’s alien and unemotional, like a living computer. He isn’t a Gary Stu, he’s just above average. He isn’t the focus of all stories nor do all characters revolve around him.

Sure he has flaws, and that is that he lacks practical experience in Starfleet matters. The reason why he isn't a Captain isn't because of some fantastic racism, but because he simply is not qualified to be one. Being able to recite The Art of War word-for-word is no match for actual battle savvy.

He's fully equiped yes, but we're told by his "mom" Juliana in season 7 that Soong wrote a modesty subroutine for him because he couldn't stop walking around naked (he didn't get why HE specifically needed to wear clothes. This was a reference to Biblical "original sin" which led to Adam and Eve becoming ashamed of their bodies. But it's completely absurd. The thing is, sure Data CAN have sex (fully functional and all that) but is he even capable of enjoying it? His normal "skin" can feel no sensation whatsoever, certainly not physical pleasure. Hence why the Borg Queen had to graft human skin onto him in the first place. Not even the emotion chip would help that; orgasm isn't an emotional response.

It was mentioned in First Contact when the Borg Queen replaced some of his cybernetic flesh with something more realistic (probably harvested from one of his now-Borged crewmates). While not explained in detail, it was implied that his systems weren't designed to properly process tactile sensation in the same way as a human.

I suppose "tactile feedback" could be a thing, but it wouldn't be sensation as humans know it. If I had to guess, it would probably be fine-touch and pressure sensors embedded under the "skin". But it would be a disconnected feeling, kinda like how the Terminator describes pain as data from his body "sensing injuries"; ripping the flesh off it's entire arm is something it can do with zero effort, however, while no human could possibly do that. So, clearly, it's not the same "feeling". With Data, he was never affected by injury until he got human skin, and then when his arm was cut it obviously hurt him as it would a human.

The integument doesn't even seem necessary to Data's function; it's probably just there so he doesn't look so inhuman and doesn't distract everyone with those silly blinking lights.
