I suppose "tactile feedback" could be a thing, but it wouldn't be sensation as humans know it. If I had to guess, it would probably be fine-touch and pressure sensors embedded under the "skin". But it would be a disconnected feeling, kinda like how the Terminator describes pain as data from his body "sensing injuries"; ripping the flesh off it's entire arm is something it can do with zero effort, however, while no human could possibly do that. So, clearly, it's not the same "feeling". With Data, he was never affected by injury until he got human skin, and then when his arm was cut it obviously hurt him as it would a human.

The integument doesn't even seem necessary to Data's function; it's probably just there so he doesn't look so inhuman and doesn't distract everyone with those silly blinking lights.
