Yeah that one they probably just got lazy or ran out of time or budget. Ro could have been paired up with Riker and really show either the hatefucking or the howdy stranger amnesia scenario, while Worf gets his "other bat'leth" polished by Troi. But maybe scheduling conflict or they can't afford to do another scene with the respective performers.
I'm still a bit impressed with the set and costume for everything else tho.
