It seems pretty reasonable to suggest that in a world with a higher population, a higher literacy rate, and a lot of writing to learn from, there are going to be better writers.

Maybe, but it also seems reasonable to suggest that when enough time has passed a writers language, or use thereof, is going to become a barrier to understanding and appreciating their work.

Maybe Neil Gaiman just has the benefit of writing in the popular vernacular?

One of the things that made Dante controversial was that he wrote in vernacular Italian instead of the Latin that was expected given the subject matter. Italians read Dante in the original with very little toruble.

When it comes to art one thing is the refinement of technique and another is how well you convey your message assuming you have any at all and its not just decoration (Its meta-decoration!) Modern trained singers surely can sing more skillfully than old ones, digital voices can sing even better and yet some people sing really well with shitty technical voices and the world is filled with boring artists with great technique.

There are also low hanging fruits in art, and most were eaten a long time ago.
