yep. you can wittle down anyone's overall belief/philosophical system into two camps: platonism/neo-platonism and formalism (what OP calls neo-Aristotelian). i studied a lot in the philosophy of mathematics when i did my degree in mathematics, and these are the two main opposing philosophical theories in the philosophy of mathematics. i never thought to generalize these theories to society and whats going on in the world, but it makes a lot of fucking sense somehow.

At first it would cost a lot since you need at least about 100 of our biggest current day rockets (falcon heavy) to lay the first ring, which would cost 50 billion for launch cost at least. But since the Apollo project costed about 150 Billion in current day dollars, the initial investment would not cripple the economy. Afterwards it would generate unimaginable wealth. It would open up space, make asteroid mining affordable at once, all kinds of rare and precious metals would become abundant. Space based solar power would generate extremely low cost electricity. The electricity could be traded along the ring between various countries, in addition mass transportation along the ring of both cargo and passengers would lead to a huge economic boom.

It would open up several multi trillion dollar industries without a doubt.

Your original theory is to mine precious materials from deep space in order to finance construction, but aforementioned problem plus supply/demand would not solve this.

Ironically, renewable energy is the solution. The key is to get it so efficient it can be used for growing indoor crops, which in turn eliminates poverty and hunger.

As for achieving high orbit, consider pointing the railgun upwards, not forwards. I think the aliens have us beat with superconductive electromagnetic repulsion for takeoff/landing, however.
