Hey jackwagons, not all SESers are bad just like not all whites are racist or all black people are lazy. There are good and bad SESers. I have known a few and I am sure that many that were appointed under Hussein shared Ash Carters and Hussein's ideologies (bad). and there are many non-DoD SESers that need to go. The important policy changes that Trump can make here is to make it easier to hold gov. civilian employees accountable and fire them with due process.
In the DoD, a civilian SES usually provides the civilian leadership on level with or just subordinate to a military base or organizational commander. They provide continuity in the DoD organization they serve when uniformed Commanders turnover every couple of years by design.
