Haven’t seen anyone ask this yet. If the black hats monitor the Q drops, how do the higher ups, for example, CS, not know Mueller flipped? Has anyone else wondered this?

Because Q has never said whether Mueller is white hat or black. There are strong arguments for either side with no actual proof.
