At the end of the movie the supercomputer was trying to figure out how to win the game of thermonuclear war.

The computer learns that it is not possible to when the game because the rules of the game makes it impossible to win.

The meaning of it "Not to play at all" is not not to play their game by their rules.

Thus no game to play because the game can't be won.

Don't play their (the cabal) game by their rules. Make them play your game by your rules.
