In 2008, the NSA approached a number of colleges looking to revise the way intelligence was gathered.

The project was deemed STORM for Security threat, Target, Operation, Resources, Movement pattern.

The project was initiated to assist in (wait for it)

- Human Trafficking

- Drug Smuggling

- Political Corruption

- Arms Smuggling

Included in the human trafficking element was "pay for sex acts."

Of course I posted this information months ago on Reddit, but alas it didn't quite get the visibility that was intended.
