Has Comey provided updated instructions to 'sleeper cells' to go 'underground' or is he sending a signal that he is in possession of recordings?

Actually, sounds like Comey (if that is indeed a coded message) is trying to 'activate' sleeper cells in order to attack the given targets (Andy aka Andrew McCabe, FBI).

It's worth pointing out gnomes also wear hats - which is usually a key element in MK-Ultra triggers.

This might be the activation of a 'sapper' or 'saboteur' programme, and if so, this is the first time I've encountered it.

It does however mean his message could be hijacked to sabotage their operations instead.

Assuming this follows anything relating to mil-int online terminology, a gnome appears similar to a smurf (smurf is a term used to refer to sock accounts), however the similarities are relatively shallow.

The only way we'll know what the coded message means is via observation of outcomes.
