From what I can gather (w/o reading the full report from the investigation) McCain's A4 exhaust was pointed out to sea at the time of the incident (416 in the image), not at White's A4 (405 in the image). The Zuni rocket appears to have originated from the F4 (110) to the right of the McCain and White.
I don't doubt that McCain is Trouble. And maybe the report *was* modified to protect the son of an Admiral. But it'll take more than a meme originating from the 2008 election fever swamps to convince me of this.
