Regardless, I don't think Q is AI, simply because the data comes onto the web via Q. S/W would simply be pulling existing info. Q MUST have access to non-web data sources. AI might be smart, but it doesn't need morals, and Q is definitely moral.
Could morals be programmed for META DATA searches? If so, then Go AI! I don't think we're there yet.
So Q is either a subset of the NSA and mil intel, or aliens.
