Facebook has required this for over 10 years if they suspect your account has been compromised. It clearly states you can use SSN if you don't have a photo id, with a bunch of other options. Either way, KYC is bullshit and you should never comply, especially with facebook who don't even follow basic security standards like hashing passwords: https://krebsonsecurity.com/2019/03/facebook-stored-hundreds-of-millions-of-user-passwords-in-plain-text-for-years/
