Realistically building such a dataset would be expensive.
They're likely using existing datasets that only have a license fee. Which will have been built in white countries and thus will predominantly have white people in them.

Problem is the available datasets for niggers are either tiny or very limited.
Personally I'd love to get access to criminal photo databases and see if an AI could find connections between appearance and crimes committed.

Unironically the issue is training data. Yes they look like monkeys, but it's even possible to tell monkeys apart if you know what to look for. Every race has a different skull shape and different distinguishing features from every other race. A person in a foreign country will try and fail to find their own race's facial features and assume everyone of that race looks the same. It takes continued exposure to learn what you're looking for, and the same is as true for computers as it is for humans.

That being said the human capability to generalise gives us an innate and substantial head start on AI in this field.
