Depending on headcanon/s, I imagine some species need to be monitored or checked carefully - especially if they're of long-living kind like elves etc, as they would grow/mature slowly compared to other species. The biggest problem would probably be that most men don't want to fuck little girls. obligatory "I sure don't." You'd probably see a similar dynamic to other sexual minorities like gays or polygamist Mormons; they'd cluster in enclaves of some sort (Humbertvilles?) where for the most part only people who were interested in the lifestyle would live. People of that persuasion outside the enclave would be few and far between if only because there would be such an incentive to move there if you wanted to meet someone like that. There'd probably be a snowball effect as the enclaves acted like magnets making people in that minority even more rare in the general population. I could see a story around these lines where a shy, 30-year old (read: desperate to marry) perma-loli moves out of an enclave for some reason and meets a guy she likes. He likes her too but only as a friend; he just isn't attracted to her at all.
