Did monarchs do as much as an elected government would have done to prevent the exploitation of serfs / peasants by the land-owners?

We know that in many cases monarchs actually aided and abetted the exploitation by passing laws to limit serfs' movements, wage controls, even laws regulating what peasants were allowed to wear.

You can't drag up wages and start moaning about the 1% of the top .001% in the Feudal Ages and expect anyone here to care. Feudal bonds and vassals are all that matter in this relationship.
