Yeah, that's a disincentive to go to war. That's less of an issue if there's more mercenaries, though, especially if they are stationed on your land. Not only they won't fight against someone who wants to attack the land they set in comfortably, they might offer you help in order to secure the stability of the region. Reminder: mercenaries weren't always hired all, it was usually done in units, so even if some of they are away at the current moment, there's others left, and your other people aren't going to disappear too, if your land is worth living it, they might join the fight as well. Again, Switzerland is a good example.

And always ready for their payment, supplies, equipment and all other expenses. Mercenaries offer you a complete package where these things are already resolved. Unless you're at constant way your soldiers will be an ongoing expense that drains your country's resources, while mercenaries manage themselves and easier to access in case of trouble.
Mercenaries' services would also improve(both in quality and price) when there's more of them due to competition and industry around them, while the bigger your army is, the more difficult it is to manage. You could even plan your policies that way so they create comfortable conditions for mercenary organizations and build your infrastructure around them, securing their dependency on your country and incentivizing them to support it. That's all even without mentioning additional resources they'd bring, allowing your country to grow richer as others fight each other, with new money flowing in your economy every time mercenaries are used. You just need to make sure they want to return.

Well, it depends. Proper ongoing company that can actually attract people in it and get proper contracts? Probably more than that. A way to start? You need to find willing people, transport them somewhere with realizable demand(like Africa), get them weapons and supplies and have enough to keep they plentiful. Then if you find a contractor you're technically a mercenary company. There's probably an easier way, if you could organize that from within an already existing PMC, as they already have the supply chains established and you probably know either some good men or even leaders/organizers in it. Then it might be a lot easier.
