Some time while back ago I heard around here that the South African or Rhodesian government was considering the idea or in the process of modernizing their steam engines to use modern technology to either make them more simple to operate, more powerful, or a combination of the two.

Does anybody know what I'm talking about?

If there was someone here 'sperging about modern steam, it was probably me. You're either referring to Rhodesia's use of steam during the Bush Wars, or else David Wardale's experiments back when he worked for the South African Railways.

You're probably looking at a tender wank, a tender is when some cretin receives state money in return for a service they will never be able to provide, granted that it comes from the tax payer. I think perhaps, your friend here may have been referring to Rovos Rail or the even the Blue Train but this is a private company and rather expensive - predominantly aimed at the tourist market in a bid to relive the age of steam without breaking the bank in terms of maintenance and parts, etc.
