Hey OP if you can please take a pic of the upper at an overhead angle I want to see how they attached the rail to the plastic. I've seen a shrubmaster with what looks like two really stubby flat head screws holding it place. I especially want to know since I can't see how they kept them together without assuming it's glue or some kind of dovetail thing.

They and PSA cut corners which impact QA and resulted in the offset buffer retainer pin due to their trained monkeys drilling the hole out of place.
Worst case scenarios involve trigger assembly/safety/mag release holes not lining up or being undersized, upper receiver pivot pin lugs breaking off, and the interior of the magwell being under/oversized.
The majority come out just fine, but they have way too many problems to be acceptable.

Like so many other fucking things in the US market (and not even remotely limited to firearms), because 80-90% of the consumer base will never use it, or at the least not enough for any catastrophic failures to happen. When a failure does happen, the customer sometimes won't even bother dealing with warranty work (if that even applies), and therefore it ends up costing the company nothing to make a substandard product, instead it turns a huge profit for them.
It's changing little by little, but the vast majority of the 'gun owning public' are still the types to buy a gun, maybe shoot it once, then put it in the safe/closet/trunk and never touch it again unless something happens, which by then it's too fucking late to realize they massively fucked up because the ne'er do well is going to beat them to death with a baseball bat then rape their wife and dog while the kids are forced to watch.

DPMS did once, you might find used ones somewhere. There are also flat kits like this (https://www.theflatspot.net/ar-15-receiver-flat.html) for welding. No practical reason get one besides the "muh wood and steel" meme, or if you're trying to set up a mass nigerrigging operation to arm people for SHTF. If you really want to max out the meme personally I'm only autistic enough for wooden handguards, and have money to burn, you can probably find a custom shop willing to forge and blue a steel lower for you.
