MN resident here - I was looking this over today and I didn't see any provisions that A) Protesting is a felony or B) that moving out of state requires destroying the firearms. I've seen that you can either destroy OR get them out of the state. But yes, this is ridiculous and I've written a little statement for my representatives:

I'm not sure what else I should add, but I feel that there is something missing at the end. Maybe contrast it with alcohol deaths?
