Virginia was officially admitted in 1788 and Virginia's vote to secede in 1861 was not legal under under the constitution. However Virginia's state legislature approved the split in 1862 and then so did federal congress in 1866 making it legal.

You're ignoring the fact that the only companies that hire illegal immigrants benefit from hiring them illegally (protip, even legal immigrants work for virtually nothing, you just have to list in on the tax documents/insurance forms). If they're hiring illegal immigrants in the first place, they probably don't give a shit about ICE. The occasional manufacturing plant that hired a solderer from Asia/Electrician from some Hispanic country for a temp position without realizing they were an illegal immigrant are few and far inbetween. You occasionally get it when you're a small business and hire a family friend, but you generally don't get it at the medium/large business level since the illegals working those jobs have fake documents even if everyone knows they're an illegal.

Pretty sure the first two points of the law:

California now: All-or-nothing 55 blue votes.

California after New California split: Maybe around 30-40 votes blue, NC adds the remainder to red plus 2.

There is no way to spin this. California would've split decades ago if it was possible to do this without giving advantage to red or dicing up the territory unnaturally. The only semi-realistic way for New California to exist is if the whole state secedes and it becomes Very West Virginia.

YES! I've been saying this for ages. Just look at the populations; my home state of Mississippi has just over 2M people. NYC, LA and Chicago have 8.5, 3.8 and 2.7, respectively. That is a major issue when it comes to governing in the name of the people you govern. Problem is, we're headed in the opposite direction than what we need for something like that to take place. For a population density based division to be any use at all, we'd need strong state's rights laws. Instead, we're headed toward more and more federal power at a local level.
