They neither trust nor care enough for their officers to do enough training to become even mildly competent with their issue guns, trigger or no. This is exacerbated by the fact their recruitment pool is NYC and surrounding areas, which means there is literally zero vestige of gun culture left, so the academy is the very first time most of the recruits get to see a gun in person.
The NYPD also, like other major metropolitan PD's lives and breaths qualified immunity. Even if an officer in a questionable shooting does manage to fuck up hard enough that neither the union nor the NYPD can keep it from going to a civil suit, said officer will never miss a penny from his check or retirement because of it. At most they'll get administrative leave and be sent to a slightly shittier precinct for a few months.
