There is no such thing, since wars have goals. And goals might be different.

Do you want to destroy enemy?

Do you want to convert enemy?

Do you want to rob enemy?

Even those basic goals suggest qualitatively different approaches. You'll need different tools for each.

A sci-fi future machine that will completely destroy any designated object, person, or collection of designated objects and people with the press of a single button. The destruction takes place instantly, has no maximum range, with no collateral damage, and for a negligible cost per use.

That would be the absolute pinnacle of weapons development, because there is absolutely no reason for anyone to even try and go further than that. It might be better to ask about the best conceivable development (with real world or believable tech) for a specific purpose.

Isn't it fun to keep things a little simpler tho? Some ignorance is bliss, because it allows an escape. I mean once you hit "God", then you get bored. If you have that level of power, then there's literally nowhere to go from there unless you just want to create and destroy shit repeatedly. You start questioning your purpose and whether or not we've been blowing each other away all this time merely for some strange amusement that we derive from war and conflict. Once a weapon is capable of creating, or manipulating reality, is it really even a weapon anymore?

But yeah, your point is entirely valid, asking 'what is the top end of military development?' leads to a boring thread because the top end (i.e. the development of the ultimate weapon, the weapon that makes all future development irrelevant or impossible) is boring as you enter the territory of a catastrophically bored, omnipotent, godhead who can do anything and thus has no struggle or achievement in life x-ref. J.B. Calhouns work with rats, specifically the 'Beautiful Ones' experiment.

This is why I ended my first post ITT with the suggestion that you'd get a much more interesting discussion by focusing and limiting the conversation - say by asking for developments in a specific field/task/role within certain technological boundaries.

Self replicating anything will make nuclear Mutually Assured Destruction seem like the good old days. It wouldn't even need any defensive/offensive features.
