They SEEM to be contradicting. But there is no contradicting in book of Allah. Can you explain to me why they don't contradict? I asked this question in an Islamic internet forum and they were like "hurrr durrr how dare you question Qur'an?" so please don't bully and just answer my question.

"Nation" - Ummah means a civilization/meta-ethnicity

"City" - Qariyya which actually means a small town.

So Allah swt could have sent a prophet to every small town, but instead He sent at least one to every nation. And by the way some of these prophets (pbuh) had NO followers. But Allah sent them because he wouldn't judge a people without sending them a warner - such is His justice.

Good point. On the other hand city state models were relevant in old times. Mecca and Madina people were like different nations in the past. If that's not the case for Mecca and Madina it was the case for different nations like ancient Greeks or Hittite. You know what I mean.

I personally take it like this: Allah sent a messenger into every nation, but not the whole nation got the message and accepted it.
