It was one of his last books.

He took ideas from Ecce Homo, Twilight of Idols and Gay Science and implemented them in Thus Spake Zarathustra. So, you could say that it's probably close to a manual than an observation. Then again, Nietzsche gave the book to his friends and his friends didn't understand it at all. Not to mention, there's so much in the prologue that it's impossible to get the symbolism in one sitting. Remember, when Buddha died they showed his shadow in the caves for centuries.
