Yeah, I never got that. It's not even optional in this one like it was in Witch Trainer; Genie literally has to content himself with jacking off while watching the girls fuck/flirt with/interact with other people. Playing as an amateur pimp who's easily manipulated and has surprisingly tame fetishes is…tolerable, most of the time, but playing as a voyeuristic loser who never actually fucks anyone isn't.
