It was let slip that the devs censored the game and gave Miki granny pants or "diapers" due to potential pressure from Western Audiences so they didn't want to give her sexual underwear in case of a backlash even though the character was 18. It was censorship essentially for the sake of censorship which is really the reason it is getting protested.

You are right though, the whole situation is pretty retarded. In a weird way if they had actually given Miki real diapers to wear it would be a whole different ball game and probably be quite funny.
