It's a small part of a potentially infinite social network. Basically, Mastodon itself is a set of software that allow anyone to set up their own social network, or mastodon instance. If you made an instance yourself and had a few buddies, you could all communicate with each other in your instance, but are unable to communicate with other people in other instances by default. In order to communicate between instances, their owners can decide to federate with a few or as many instances as they'd like, thereby growing the social network.

It's certainly not perfect, but it's a step in the right direction away from centralized networking. I think something like what you've mentioned for a social network would be an awesome thing. It's probably only a matter of time before it happens, I hope.
