Nah lol not in paint. Obviously its going to depend on the quality of the original image. Much less pronounced in color pictures as well but ill see what i can do to improve artifacts

It's not really new technology judging by the output - whatever it is, I'm sure it's referenced chiefly from this paper.

He already said he doesn't use waifu2x so I'm willing to bet it's a tool such as Koroshell or Caffe (both of which use waifu2x backend anyway)

Though if OP wrote it himself I have to give him congrats, CNN can be tuff material.

As sweet as re-scaling is, I don't think it's possible to completely remove all artifacts. though it's only noticeable if you look for it

Done, Had a hell of a time with the brown bear. The stippling (dots) that make up his color were really throwing my program a curve ball. BUT to make up for the imperfections I decensored it
