It actually bears little significance how much screen times titties have.
The question lies in: how much do titties fare against the rest?
The answer is: pretty well. And herein lies the problem.
As I said, interesting animation is very scarce. And where it's present, it's coupled with big titties, at least some part of it.
The "rest" is minor gestures and expressions, yes, but then OH LOOK! BIG WATERY TITTIES, OH MAN I'M SO HARD RIGHT NOW.
My point is that people are praising this shit as an amazing animation, while the only thing that's been put actual effort into is the character's tit bounce. If people stopped looking at the fucking titties for a second, they'd realize the "rest" of the animation is done with minimal effort, just enough so that it doesn't look so bad it's actually more distracting than the titties themselves.
So yeah, the problem is that the fanservice is the focus and that it appears people are swindled by it and call this thing an "amazing animation".
But they don't watch this video holding their breath in suspense for the next display of animating skills the author has in stock for them, rather for which direction the boobs will swing next.
So, again, it's yet another low-effort, mediocre piece of content designed to get horny teenagers to click the like button and join in their personal internet defense force. Certainly not a display of animation skills.
