Yeah, because "not reporting" means no symptoms and no risk of infection. Why don't they just duct tape the mouth of possible infectees to prevent them from reporting state of unwell? If you were potentially infected and felt unwell in Sierra Leane, and wanted treatment, would you admit feeling unwell there? After arriving to Glasgow would you admit lying about your fitness for flight without quarantine or would you tell your symptoms started just after arriving to destination, thus avoiding risk of prosecution?

They can bullshit all they want but the public won't buy it. Their actions and talks don't match each other. See: some hazmat suits… yet the word is that you have to literally eat shit to get ebola because it's extremely non-infectious.
